As the Chief Administrative Officer of the City, City Manager Michael L. Antwine II is responsible for the implementation of policy decisions established by the Bell City Council and the coordination of those efforts through various City departments. The City Manager's Office is responsible for the direction of the City's staff, presenting a balanced budget to the City Council, and promoting good government practices as a day-to-day priority. The City Manager's Office includes: Administration, City Clerk, Human Resources & Risk Management, and oversight with contract and procurement administration via PlanetBids™, a fully automated web-based vendor and bid management system for procurements.  

The City Manager's office provides administrative direction to the City's Executive Directors and is responsible for managing the activities and operations of the City, ensuring the provision of quality services, and representing the City's interests throughout the Southeast Los Angeles (SELA) region. The City Manager's Office is focused on the Council's top priorities, particularly economic development, and fiscal responsibility.
