The City of Bell’s Residential Rehabilitation Program is designed to assist homeowners in making much-needed repairs and improvements to their homes. This program helps preserve the City’s housing stock, enhance neighborhood appearance, and improve the quality of life for residents. By providing financial assistance to eligible homeowners, Bell ensures that residents—especially those with limited means—can live in safe, healthy, and well-maintained homes.

The City of Bell’s Residential Rehabilitation Program provides financial assistance to help eligible homeowners make essential home repairs and improvements.

Program Covers:

  • Roof repair or replacement

  • Electrical, plumbing, and HVAC repairs

  • Window and door replacements

  • Interior and exterior painting

  • Accessibility improvements for seniors and persons with disabilities

  • Health and safety-related repairs

Eligibility Requirements:

  • Must be a homeowner within the City of Bell

  • Property must be owner-occupied

  • Household income must meet program income limits

  • Home must require necessary health, safety, or code-related repairs
